You will find the language is chinese after you downloaded oracle 11g from his official english website if you located in china.there are just two step can change it from chinese to english
1. run "regedit",searching "ORACLE HOME",and find "NLS_LANG" in the comming page.
you see there" SIMPLIFIED CHINESE_CHINA.ZHS16GBK" on item "NLS_LANG"
please change it to " AMERICAN_AMERICA.WE8ISO8859P1"
2. restar sql plus,
you will find it was real in english. enjoy it.
