The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID {BA126AD1-2166-11D1-B1D0-00805FC1270E} to the user NT AUTHORITY/NETWORK SERVICE SID (S-1-5-20). This security permission can be modified using the Component Services administrative tool.

方法：run＝》regedit＝》HKEY_CLASSES_ROOT＝》CLSID，找到键值 为 {BA126AD1-2166-11D1-B1D0-00805FC1270E}项，其右侧窗口列出一个AppID，值为{B801CA65-A1FC-11D0-85AD-444553540000}
2。使用Administration Tools 下的Component Services修改安全权限。
定位：Component Services＝》Computers＝》My Computer＝》DCOM Config，右侧列出Name和Application ID, 利用通过注册表获取的{B801CA65-A1FC-11D0-85AD-444553540000}找到对应的程序为netman，netman负责Network Connections Management（对应的服务为Network Connections ）,在Netman的属性框选择Security，在Launch and Activation Pemissions下选择Customize后点击Edit，将NETWORK SERVICE添加到Group or user names并授予Local Launch和Local Activation，OK
